I had a similar experience with advanced toolkits in the regions south of Radar, when playing GAMMA. I had trouble finding advanced and basic tools, but after crafting the advanced toolkit, I made a trip from Rostok to Yantar and, on the way, checked out a few stashes and found like 6 toolkits.
