Try turning off ‘Share across devices’ in focus settings. Having the exact same issue. I don't have Focus on, or shared across devices. And people are getting the same "notifications silenced" message on my iMessages as well. Checked every iPad and MacBook to make sure it wasn't active as well. WTF.

I just updated my iPhone 11 with 15.2.1 this morning. I was hoping this would fix the “Notifications Silenced” message but it doesn’t. Apple told me to reset my settings but I am afraid to do that.
